I'll redo my question: Which product should use to perform Provisioning in Z/Linux (PAM, Server Automation, AppLogic ...)?

There is not a Z / Linux operator, but you should be able to get much of the functionality from the SSH Operator.   But PAM is not going to be the best option for provisioning at least without further software such as Server Automation.

I cannot say that is the best option for what you are looking to do, but Process Automation should be able to help automate this to some degree.
