The minimum recommend settings for "Dev" environment are 4 vCPU - 8GB of RAM for Gateway 9.x
For "PROD" take as main reference our physical Hardware Appliance and then scale down horizontally when moving from a single to multiple virtualised clustered nodes.
For instance: our mid-range Hardware Appliance Oracle X-52 come with the following specs:
Single or Dual 8x Core CPU
16 GB (for Single CPU) or 32GB (for Dual CPU) of RAM

1x Gateway node with either 8 or 16 vCPU and 32GB of RAM
2x Gateway Nodes with 8 vCPU and 16 GB of RAM
4x Gateway Nodes with 4 vCPU and 8 GB of RAM
