Status Code returns very fast, data very slow

Has anyone seen the situation where an HTTP request is routed to a back end server and responds very quickly with a 200 but the data in response takes a LONG time (like a minute) to be available to the policy?

 

(The amount of data coming back is generally small <1K)

 

The back end service logs that it has sent the response very quickly as well.

I would look to see if the HTTP Routing assertion is taking awhile to get a connection to start with by tuning the Retries to 0 so that it only attempts once then do a network trace to see if any re-transmissions are occurring at the network layer. Do it happen all the time or just sporadically?
