We are using 8.2 version of Layer 7.

We are receiving some AES Encrypted parameters (using mutually agreed secret key) from a third party application system. We need to decrypt the same in Layer 7. Is there any tactical assertion available  to do that or do we have to implement custom assertion and implement the decryption logic in java?

Yes this is a tactical assertion that you can request from Support. It is called SymmetricKeyEncryptionDecryption Tactical Assertion.

Here is an example picture of the assertion properties:

    HI Nathan,

Thanks for your reply. I have opened a case with CA for the tactical solution. Hope to get it by tomorrow morning.  Once I have it, will test it and let you know.

May I know whether I need to restart the Layer 7 services when deploying the tactical solution?

Yes, a restart of the gateway service will be required. Installation instructions are included in the user documentation for the tactical assertion.
