Any admin credentials for the admin console access can be reset/unlocked by the designated Global/Issuer admins at your bank/processor.

Just to add to the above, an admin having a CSR privilege would need to contact an Issuer Administrator or a Global Administrator at his/her Bank or the concerned Processor, who would be to help him/her with a password re-set or ID unlock request.
