I am preparing for VCP-DCV 2V0. 21.23 vSphere 8x Professional exam. The exam guide 'vmw-vcp-dcv-8-exam-guide' says 'There are no testable objectives for Planning & Designing'. Do we still expect questions from this section?

You shouldn't expect any questions from that section if the exam guide mentions "no testable objectives." The exam guide/blueprint is the most reliable source for what you need to prepare - nobody is trying to trick us. Good luck with your exam!
