My additional questions:
1. How does an agent pick randomly from what are the best package servers based on connection statistics done in real-time?
2. Which log should I check to see this event or the events sampled in the KB?

You can manually assign "Site" for appropriate Site Server from "Site Server Management" page
Or expand required "Site" and click on "Site Servers" > now click "Add" and choose required existing Site Servers for this Site (despite on not matched subnets in Site and Site Server)
