I am looking for ideas, or perhaps some built-in facilities to implement Event Correlation in Monitor Solution. i.e. If the router is down for a remote site (loss of ping), do not generate alerts for the switches and servers behind that router.

Right now monitor solution does not have root cause analysis built in for the use case you mentioned above. It does have the ability to use the Group View to group resources together as a service or site, you could also use the Rule to combine multiple rules threshold together that would result in a single alert.
