NFA 21.2.10 Mandatory Data Retention Patch

It has been brought to our attention that there is a large issue introduced with NFA 21.2.10.

Changes have been made to NFA 21.2.10 to stop deleting all historical data when the drive fills. With that change, introduced a bug where pruning doesn't work at all.

This will lead to HistoricalArchive, ReaperArchive, and ReaperArchive15 filling the drive.

The good news is that if the drive fills historical data won't be wiped. The bad news is that new data will be discarded. 

Please immediately apply this patch after upgrading or installing NFA 21.2.10 to prevent the drive from filling.
