MegaRaid software not installing or launching

when installing the software 17.05.06.00_MSM_Windows it gives this error then says its installed 

then if i try and launch it i get:

I am running Windows 10 latest version, 32gb ram, high-end new i5, and the raid card is happy from the bios.

any ideas?
