When I try to install 15.7.5 using the recovery partition (on Intel Mac mini), it just hangs on “preparing”. Why might this be?

This forum is for the broader VMWare Cloud Foundation product line (e,g. ESXi/vSphere), not and not specifically for VMware Fusion for the Mac. This question would get a better response if you posted it in the Fusion community forums.

That being said, Fusion has not kept up with the changes in macOS or its installers. It has problems installing a virtual machine using the documented methods of the recovery partition or from the “Install macOS ….. .app” installer.

The most reliable way to install macOS is from a bootable USB or ISO file you create from a downloaded copy of the “Install macos … .app”. See the following post for help in creating a bootable ISO: https://community.broadcom.com/vmware-cloud-foundation/question/installer-app-not-accepted-for-installing-macos-vm#a63bac2e-0dad-4b3b-9944-019ac636ceef
