We want to make Server 2016 as NTP server

WE HAVE VMWARE ESXI 6.7 IN THAT WE HAVE WINDOWS SERVER 2016.NOW WE WANT TO SET THAT WINDOWS SERVER 2016 AS NTP SERVER .AS PER MICROSOFT STEPS WE TRIED BUT THAT SETTINGS NOT WORKKED PLEASE SUGGEST SOLUTION
