I just updated to VMWare Fusion Pro 25H2u1 with no issues. Seems to be running ok.

I make this recommendation specifically for Windows ARM as a safety net based on some issues that have surfaced with Windows 11 ARM 23H2 and earlier when moving from Fusion 13.x to Fusion 25H2. There was a recent community post regarding boot failures of those older Windows versions when upgrading and I've done some testing. My testing has led me to believe that the safest way forward to avoid these issues (and one that will allow upgrade of the virtual hardware after Fusion 25H2 is installed) is to upgrade the VM to Windows 24H2 or later before installing Fusion 25H2
If you don't want to do that, I'd recommend that to keep the virtual machine at 23H2 or earlier and don't upgrade the VM's virtual hardware or turn on UEFI Secure Boot until the VM is upgraded to Windows 11 ARM 24H2 or later.
VMs running Windows 11 ARM 24H2 or later seem to be able to be upgraded to virtual hardware 22 (with or without Secure Boot enabled) without issue.
Also heed the note in the Fusion 25H2u1 release notes against attempting to downgrade a VM containing a vTPM device from hardware version 22 back to 21 or lower. It is unsupported and likely will cause the VM to be unable to boot.

- Shut down all virtual machines (do not suspend them).
- Quit the Fusion GUI,
- Make a backup copy of all your VMs (a safety measure in the unlikely event that something goes wrong.
- Download the Fusion 25H2u1 installation disk image from Broadcom.
- Open the disk image file and double click on the VMware Fusion icon. The new version will be installed, overwriting the old Fusion application.

The export compliance agreement is a broad brush but the agreement is not just for customers outside the US. Those of us in the US have to agree to those same terms. From what I understand, Broadcom is asking about the trade compliance conditions because they are subject to US export regulations.
I'm not a lawyer but worked for companies where we had to get trained on the basics of export compliance. From what I understand, the agreement is there to acknowledge that
- you are not importing or allowing the re-exporting the product to a country that is subject to a US export ban, and
- you are not using the product for any purpose connected with chemical, biological or nuclear weapons or missile applications, and
- You are not acting on behalf of anyone that is on any US export denial list

I'm trying not to be paranoid, but it seems that Broadcom has added a "broad-brush" legal agreement for anyone outside the U.S. It assumes that one has an knowledge of U.S. trade law. I'm in Canada and just use Fusion to run a genealogy application for my personal use, but I am now having second thoughts about using it at all.
