I will try to clarify several points:
1.- When you upgrade to a higher version you will always require a license for that new version, in your case version 7.
2.- If you apply patches (update) within the same version, the license is maintained.
3.- If you have a current support contract with VMware (Broadcom), you have the right to updates and patches, this
includes obtaining new licenses for the new versions.
You must enter the Broadcom support portal and on the left side of your user icon enter in VMware Cloud Foundation
section, there you should obtain a dashboard with your information including your registered licenses.

Good morning,
I am currently trying to upgrade a vCenter 6.7 to version 7.0, however when running the upgrade wizard it detects a licensing error.
I also tried to perform the upgrade directly from the vCSA console port 5480 and by command line and it also indicates a licensing error.
Since vmware was acquired by broadcom, I have no idea if the licensing method has changed.
Should I acquire a new 7.0 license to be able to upgrade?
Previously a license upgrade was done from the portal, when one upgrades a vCenter from one version to another.
Any suggestions would be appreciated.
