All ask the same as the other post, that you are grabbing a manual IP not in use. I've had to do similar in an environment that
didn't allow me to use DHCP.
If I recall, I think you can get into a shell on the helper boot iso used on the source system. Might be able to test connectivity.

Only a guess. Can you confirm that you've assigned a previously unused IPv4 address, and disabled IPv6 in the helper settings?

I am trying to convert our Physicla linux machine to virtual using vmware vcenter converter, i have tried both version 6.6 and 9.0. Even through i have configured the manual Helper IP while booting its trying to get the IP through DHCP and the process gets stuck there and its failed.
