If the built-in tool doesn't work, try to download the Windows 11 ARM 25H2 ISO directly from Microsoft using this URL

    https://www.microsoft.com/en-us/software-download/windows11arm64

When using this ISO in your new virtual machine, follow the instructions in section 16.9 "Installing Windows 11 from ISOs not created by Fusion" found in  The Unofficial Fusion for Apple Silicon Companion Guide (available here). You'll need those instructions during the installation process so that the VMware virtual network driver gets installed and that Windows Setup can complete.

Okay I went through with the instructions you gave me, however, how do I connect it to the internet it says to install a driver but it keeps showing me an error message. I need to connect to the WiFi to finish setup.

Did you install the VMware network driver using the instructions in the Companion Guide article I recommended at the point in the setup where it says "Let's connect to a network"? Can you post a screen shot of the error you're receiving.

You can not directly connect a virtual machine to a WiFi network. You connect it to a virtual network adapter which Windows will see as a wired network. That virtual network adapter will use the connection that your Mac host is using if you've set the virtual machine's network device to use either Bridged or "Share with my Mac" in its Settings.
