In the GUI, click on the cluster, then Configure Tab->vSphere Cluster Services->General
Edit VCLS Mode
Normal mode is System Managed
Retreat mode deactivates the vCLS
You would want to put this back after for best practice

It depends on the version you have. If you have version 8, there are options in the GUI to disable vCLS. If, of course, you have an earlier version, you need to use the settings you mentioned. But just like ninjabrum wrote, you can just put host in maintanace mode and in version 8, vcls will be powerdown or migrated, in earlier version, just powerdown vcls vm.

Sebastian

Subject: power down vCLS
I have a couple of clusters managed by a vCenter. I was trying to power down the vCLS VMs via the GUI, but they immediately power back on. I got the domain ID from the KB and was able to add the setting config.vcls.clusters.domain-c1853.enabled = false, which deleted the vCLS VMs for that cluster.
However, when I try to do the same for the other cluster, the operation fails. How can I power down the vCLS VMs so I can power down all the ESXi hosts for maintenance?
or Will ESXI host goes into maintenance mode if the vCLS powered on on that ESXi?
