    Could any one help me identify the best way to verify that pCPU 0 utilization is not too high compared to overall host usage?

    ESX Top?

    Veeam reporter?

    esxtop will show you utilization of pcpu0, in addition you can also use the performance tab in vCenter,

    Select the host, then the Performance tab -> Advanced, then Switch to: CPU.

    on a side note, service console will be running from pcpu0 in classic ESX.
