This is the error i recieve, any idea why it is thrown and the resolution for this?

It seems that the KB is not longer available, however this could be because of a port not being available. Please take a look at the next list of ports required between NSX Manager and the ESXi: https://ports.vmware.com/home/NSX-Data-Center-for-vSphere.
Also connect to the ESXi and take a look at the Message Bus logs. the issue seems to be with the Rabbit MQ.
