looking for suggestion in limiting Snapshots on vCenter level in the process of deploying the cloud (private). on VM and host level we have settings to change in config.module.
so, please suggest me on vCenter level.
You're not going to be able to do that. If you're implementing private cloud, you need a layer on top of that like vRealize Automation which has governancy and policy to restrict that type of behavior. vCenter alone will not give you private cloud capabilities.

Yes, when using vRA you can eliminate snapshots altogether, or restrict their usage based on lots of different methods.

It depends: What do you want to do, exactly?
For now, want to limit the snapshots of the VM's in the cloud.
What does that mean? You want to *prevent* snapshots? You want to allow one snapshot? Two? 10? Again, it depends. vRA has a day2 action which allows users to create and delete snapshots, or that ability can be removed from their feature sets.
ok, want to prevent the users to create only 1 or 2 snaps in my private cloud, to avoid the disk utilizations.
You can use something like SovLabs Snapshot Module to give fine-grained control over snapshot abilities.
