You'll need vCenter, which isn't available without a license or support contract. Only ESXi is free to download. You'll need to speak with your VAR to see if you can get temporary licenses for a POC.

Unfortunately, that scenario isn't available in the HoL environment. It's not a publicly accessible environment. You'll need licensed vCenter and ESXi with access to the internet.
