we had a technician change cpu on feb 9th but our server doesn't retain logs and not finding a way to find out what original cpu was set in vmware to change it back. Does anyone know how to know what cpu was on a vm prior to making changes?

VMware passes the physical CPU model through to the VMs, i.e. the previous CPU model presented to the VMs was the one that was originally in your server.

I understand that, what I'm trying to say is that we have no way of knowing what the original state/number of cpu's was. Event logs on Windows OS doesn't tell us anything and not finding anything in vmware. We need to find this out please.

Does any of the VMs still have a vmware*.log file with a time stamp prior to the CPU replacement in its datatsore folder?

No, nothing going back that far.

You mentioned a Windows OS, so maybe you can still find information about the old Processor type/model in the Windows Device Manager with "Show Hidden Devices" enabled.

    see e.g https://support.microsoft.com/en-us/help/315539/device-manager-does-not-display-devices-that-are-not-connected for details
