How to disable TPS completely

We have set the value of Mem.ShareScanGHz to 0,

however, from esxtop, the PSHARE is not equal to 0 (it shows 21MB now).

There are two parameters the consultant suggests to add to VMs:

1) sched.mem.pshare.enable = "FALSE"

2) MemTrimRate = "0"

Are they related to disabling the TPS?

The First option

sched.mem.pshare.enable = "FALSE"

is to disable TPS and the Second one

MemTrimRate = "0"

Which is to disable memory trimming.

The First value that you have set 0 is to disable the TPS too.
