In short: ESXi hosts running in a HA cluster communicate with each other sending heartbeats. If a host does not receive any heartbeats from other hosts anymore and also cannot each the isolation address it triggers isolation response.

With this setting you can define what your ESXi should do with the running VMs (for example shut down), if its detects that its got isolated from the network (other ESXi hosts, gateway etc.).

Below your Cluster Settings: Virtual Machine Options
highlight the cluster in your vCenter inventory (icon with 3 servers) then click on Edit Settings to see the options. Then select Virtual Machine Options under HA settings. Most customers I work with prefer to leave their VM's powered on to give them a fighting chance in case there is a bug that triggered a false positive network isolation they don't want all their VM's powering off. Also see that you can chance this value for each individual VM. There is a pull down option you get if you click on "Use Cluster setting" where you can change the response per VM if you want.
