We are developing a private cloud management platform that integrates with vCenter 6.5 (similar to OpenStack). We need to create virtual machines from a vmdk file, but VMware's public API documentation does not seem to provide a direct interface for this operation. We've looked into OpenStack's Nova, and it appears that the process of creating virtual machines in vCenter involves multiple steps. We would like to confirm if this is indeed the case.
