I've resolved this problem, and this is not fusion's problem.
Thank you for help.

Are you certain that your license key includes the letter S and not the number 5? Is your license accepted if you type a 5 instead?

Yes, I got this key from the company IT.
Yes, the fifth character is 'S' but the dialog doesn't accept it even I keep pressing the 'S' key, while 'H' works.

I assume that the key you are using is a Fusion 13 license key and not one from a prior version?
Can I ask what you mean by "start from the 5th character"? Are you saying that the license dialog stops accepting input after you type the 5th character of the license key?

I downloaded fusion 13.5.2 from this page (https://support.broadcom.com/group/ecx/productdownloads?subfamily=VMware+Fusion) according to this page (https://blogs.vmware.com/teamfusion/2024/05/fusion-pro-now-available-free-for-personal-use.html)
After downloaded "Vmware fusion 13 pro for personal use", start from the 5th character, I can't input any more of my license key in this modal.
May I know why? Thank you for help.
