I was wondering if the policies and affinity rules configured in a vCenter continue to work even if the vCenter is down (like vSphere HA).

"DRS" rules are rules managed by the vCenter. Without vCenter no management of DRS rules

For the HA indeed, it is set up by the vCenter but as information is written on each ESXi, even in the event of loss of the vCenter, the device remains available.

So while HA is written on any ESXi host, DRS rules are only "known" by vCenter and, if it is down, DRS won't work. Am I correct?
You are right.
anyway, without vCenter there is no vMotion so no possibility for your vms to migrate to another ESXIs
