Can I just confirm something please:

Am I right in saying that powered-off VMs are not subject to any affinity rules?

So if I have a VM which is specified in affinity and anti-affinity rules and I have das.reregisterRestartDisabledVMs set to true. If the host for that VM dies, HA will register the VM on a different blade (eventually) but it won't have been placed with any adherence to affinity rules, and any VMs that have affinity with it won't be moved by DRS to the same host?

Yes, that is my understanding. DRS rules don't apply to powered-off VMs, because DRS cannot act against them in any way.
