You shouldn't have any issues with adding a second vCPU to the VM. Windows may need to reboot once after detecting the second vCPU. Depending on whether you are running applications which are licensed by CPUs, you may consider to present the second vCPU as an additional core, i.e. present a dual-core vCPU to the VM instead of two vCPUs.

Don't worry, I've done this multiple times, even with older Windows versions which required additional tools to switch between single and multi-processor HALs, and I never had any issue with this.

Yes, this is very safe and maybe an additional reboot will be required after your VM recognize the new vCPU.

Anyway, the number of vCPU that you will be able to add depends of how many vCPU this VM already have and how many do you want add and in which is the Hardware Version of your VM.

And if you will upgrade the Hardware Version, remember to upgrade the VMware Tools before.
