The page that pointed to has a link to a page that will allow you to download the Pre-release 22H2 Tech Preview. That is the only VMware Fusion release that will currently run on an M1 Mac. A new official version of Fusion is rumored to be imminent that will support M1 Macs, but until that happens you have to use the Tech Preview.
However, that’s not going to be sufficient. The M1 Mac does not contain an Intel or AMD CPU which means it can’t run the Windows that runs on a PC. You must use a copy of Windows designed for ARM CPUs (Windows 11 for ARM) - as the Apple M1 is a ARM CPU chip.
Once you’ve done that, you can install Windows and your CAD software and it might work (you’ll have to check with your CAD software vendor to see if your program will work on Windows 11 for ARM).

If you’re not comfortable or don’t feel you have the skills for a little “assembly required”, you might want to look at Parallels Desktop. They do make this a little easier for the less technical user.
