If I build a virtual machine on a MacBook Pro with a quad-core I7 can I copy it to a MacBook Air dual-core I7 and use it there?

I think there will be no problem if you don't do nay mistake.
Certainly... that's one of the benefits of virtual machines - portability.
Note that you should build it to the lowest common denominator -- only use 1 virtual CPU, and not more virtual RAM than the other host can supply.
Assuming you're not doing something like a Bootcamp VM, sure.
