redundant 7840 extension switch has no traffic on FCIP tunnels

Hi, we have 7840 extension switches that uses FCIP tunneling to link our DC's (basically for our storage to replicate).

however the other redundant 7840 has no traffic ever since it was deployed.

 

1. is this the behavior for FCIP tunneling on 7840? I mean it remain standby?

2. should have been both links are utilizing Tx/Rx as what the typical ISL FC dark fiber/dwdm does?

3. if the active 7840 (with traffic) failed, will it automatic failover into its redundant tunnel?

 

Please advice how to check further, or any commands to check or missing commands etc.
