connectivity design

I have a client who has the following kit:

Bladecenter H - 2 Brocade 8GB switches

Bladecenter H - 2 Brocade 4GB switches

FC SAN connected directly to each FCSW in both bladecenters

2 TOR IBM 16b (200e) 4GB switches

Old FC SAN connected directly to TOR switches.

The client wants to connect the devices into a fabric (licensed already) but i am unsure on the best way to connect the solution together.  Normally for this sort of solution i would simplify everything by enabling AGM on all the BC switches and managing the zones centrally from the TOR switches, but due to the TOR being older and slower, and the customer buying a new RAMSAN they want it to connect directly to the fastest switches.

So if anyone could indicate how they would suggest i go about things i would be most grateful.
