Upgrade to v6.1.1d, now configupload fails

For several years I have been using a W2K3 server to issue the 'configupload' command via Putty (plink actually).  From my W2K3 server I have the command below setup to run as a scheduled task against my 48000's and ftp the config file to my ftp server.  After upgrading the switches to v6.1.1d the batch command no longer works.  Here is the command and its output:

Can anyone tell me how to make this work again?

Also, I have tried to setup SSH but cannot get the keys to import or export.  Here is the output from one of my export attempts:

login as: admin
admin@'s password:

DEV_DIR1:admin> sshutil showuser
DEV_DIR1:admin> sshutil importpubkey
Enter IP address:
Enter remote directory:/
Enter public key name(must have .pub suffix)
Enter login name:ftpuser1
Failed to import public key.

Can anyone tell me what am I doing wrong?
