Has anyone set up static routes in their fabric? If so, was the link cost changed as well?

setting up static routes will not change the link cost of an ISL. you could do this to spread out traffic for devices which always consume a lot of bandwidth, but it can get very complicated to figure out the best routes if you have a large number of devices and/or more than a couple switches in the fabric. urouteshow will display the current routing table- the flags S and D will denote static or dynamically configured routes.
