That command will work on FCIP routers like 7500/7500E.
In chassis based SW, some configurations have to be done on chassi's OBA. The chassis vendors know it well.

In newer san-BLADE-switches, you can not enable a persitstent disabled switch-port, until:
The adjacent blade-mezzanine-hba is up and running.
That means powered on AND set active (either scan for boot LUNs or driven by OS.)
As you can see in the switchshow, E-Ports are enabled as well as other running HBAs.

So it is clear that you have to contact ur SW vendor and they can do the configuration as needed. I had mentioned it before also that it is not easy for SAN admins to trouble shoot the chassis based products
