Not transaction owner and fabric conflict message when trying to activate SCC policy.

I'm trying to add three switches to a fabric having a 48000 and ten switches. The SCC policy is enabled so I added the switch WWN to it but when I try to activate the policy on the CLI I receive a message saying the task can not be completed "Not transaction owner".  When doing it on the GUI it says there is an existing abortable transaction and asks me if I want to abort it and proceed with mine, I clicked on yes and a message appears saying it can't be executed until the policy conflict is solved and asks me to go and see the logs.

The switches I was adding are disconnected so they do not add noise to the fabric, the ports are back online.

Can you guys tell me how to find the transaction that doesn't belong to me so I can kill it or is there a workaround to this issue?

Thanks for your help,
