HELP - Cannot commit new zone configuration -"Fabric is busy, try again later"

I tries to enable new zone configuration and get the "Fabric is busy, try again". The principle switch was on firmware 5.3.0a. When I execute the 'cfgtransshow' on the principle switch. It returns with 'There is no outstanding zoning transaction'. However, when I checked other 'subordinate' switch on the fabric with the 'cfgtransshow', some switch (all brocades, 4024, 3800, 4100, 48000) has the message 'Current transaction token is 0xfffffff0. It is not abortable.'

How can I continue?

We had the same problem a while ago. The solution was to reboot those switches which had "an unabortable transaction". After last switch was rebooteed, the new switch (we were in the process of adding a new switch to the fabric) immediately got its zoning from fabric.
