The best way to get the Agent on new systems is by using AD Import, and then pushing the agent to those systems using the Agent Install task.
Just Enable that Policy, and then set it up on a Schedule, running every day if you'd like. That will keep the agents installed on the systems Imported from AD that do not have an agent. This Target is setup correctly to target systems with out the agent. If the systems aren't listed there, you can click "Update Results" and see if that brings them in.
If you really do need to edit this target, use the same method:
The "Exclude Computers NOT in" is required, following the Filter as shown. This logic "Includes" All systems with out the Agent.
Are there any systems listed in this Target? (it is located at Manage > Filters > Software Filters > .. and then rest of the path in Orange below)
If you'd like to Exclude additional systems, create an additional "Exclude computers in" and either List the systems or put them in their own Filter and reference the Filter. If you just want to push the agent to All systems without the Agent, modifying the Target is not necessary.
If you need assistance getting the correct systems into the Target, please open a case with Support and we can look at why those systems are not populating that Target / Filter (most likely cause is the Microsoft Active Directory Import -aka AD Import- not bringing in these systems from AD).

The issue there some device which no agent, but when we do the filter the list not found.
