All they need to do if they do something outside of "CTRL+ALT+DEL" is once they change the password, logout (lock is not enough) of the user profile.
Then have them log back in. You will see a completely new windows session load up.
Wait a few minutes for applications to load.
After a few minutes, the synch should be done.
Reboot and should work like a champ!

If the user tries to change the password from outside domain and SSO is being forced, then he will need to have 2 passwords until he connects back to domain or SSO can be enforced outside of domain environment.
