Yes. This is normal. If you do not wish to have clients auto-upgraded when new versions release you will need to change your System Policy.
Change from Lates Release Channel to Previous release channel with the slider.

Is it normal that Symantec ICDM started to auto-upgrade endpoints (Win 10 and 11) from protection version 14.3 RU8 to RU9 overnight and already converted some 600+ devices?
We have summer high season now in the northern hemisphere, thus IT staffing is limited at many customers due to vacationing and is generally considered a "Change Frozen" period.
Also consider that SCCM application deployment never heard of that new Symantec version (even the PDF readme file for RU9 was made just two days ago, on June 17th), so SCCM started to fight back automatically, downgrading the converted endpoints to RU8... It could be a real mess.
