On a windows server 2012 R2, we have a newly installed 14.3.RU6 and 14.3.RU7 and we have the same error as per this doc Error: VpShellRes.dll could not be found

we were able to register the "vpshell2.dll"
when we try to register the file, "vpshellres.dll" we get the error "make sure that the vpshellres.dll is a valid dll or ocx file"
