Looks strange, because I can't get same problem using same scenario like you did.
During clean installation of GSS 3.3 RU4 released build, I've used "Domain Admin" as AppIdentity & SQL User 'sa' for database creation/configuration during GSS installation.
Once GSS 3.3 RU4 is installed, I opened SQL Management Studio, added 'domain user' which has only 'Connect" permission to "GSS Database"
In GSS Console, opened "Security" settings -> added 'domain user' and set 'Admins' rights -> Logged in under this domain user and without any problems can create jobs and include tasks in.

This is on a clean install of RU4 using AD accounts where the user has connect rights to the database but assigned admin rights in Ghost itself.
Managed to get an error message from adding to a job Get Inventory.
