SEPC: Firewaall can't do application exceptions?

    Hi all, I've been using SEPC since before it went public yet this is the first time I've had to do this, but I need to create an Allow exception in the SEPC firewall for a certain application exe on the machines, yet, I see no way to do this in SEPC console.  I can only put in protocol and ports.  This application seems to reconnect on a new port nearly every few seconds so it's impossible to take this port route.  Am I missing something very obvious?  The firewall "levecl" is the default, not the leftmost on the slider "more permissive", but the 2nd choice, "Secure"l.  
    Yet the descriptions for these levels per the listed, the rightmost one says "Outbound and Trusted Apps".  So how is Trusted Apps defined?
