How manner to transfer from v3.x software config to v4.x software config ?

I am updating software version from v3.x to v4.x.
I would like to know the manner (and technic) about the setting configuration of v3.x to v4.x.
If there are any documents or any site to write these (config of v3.x transfer to v4.x), I would like to get it.
Are there it ?

There are no conversion tools available to migrate 3.x policy to 4.x. This is a manual process.
