We've had this problem too; recreating preboot environments (Settings --> Deployment --> Manage Preboot Environments) will sometimes fix it, but in certain cases, we've had to uninstall/reinstall the entire NBS component on our site servers. Even then it can take up to a day (sometimes longer) for iPXE to show up as an option.
