We don't have the CleanWipe Tool for 14.3 589, However, you can follow the below steps to uninstall the client running on version 14.3 589.
Please login to the SES(SEP 15 CLOUD)
Setting > Install Package > Show More > Select Software removal > Please select uninstall the SEP cloud Software.
Download the installer and copy it over to the machine and run the installer,
This will remove the existing Symantec software and Reboot.

The full download package that is on the broadcom product downloads pages includes cleanwipe or 14.3.588.0000 and is not compatible. As per image below.
The bundle installer for 14.3.589.000 was downloaded from the security cloud portal and that doesn't include cleanwipe. https://securitycloud.symantec.com/

I have tried using the current Cleanwipe version floating around but it says its not compatible with the currently installed version, Does anyone know of a newer Cleanwipe version i could use? As when running the modify or uninstall i am getting "The Wizard was interrupted before Symantec Endpoint protection could be completely installed".
