This is also happening to me. The symantec ip reputation process gives my ip (my viasat provided ip address) as "Bad" and then any mail message that I send to a centurylink.net email server associated email addresses gets rejected. Interesting that only the centurylink.net seems to be having this problem - so I assume they are using a symantec related spam protection process. No problems with Google, Yahoo, ICloud email addresses .... I am not sending spam and never have. I go to the symantec removal tool:
https://ipremoval.sms.symantec.com/submit my request for removal from the "bad" ip reputation list - and shortly there after my emails start getting accepted again by centurylink, net email servers.
Yeah - fixed the problem ....
Well not quite, after awhile symantec again gives my ip address a bad reputation and the process begins all over again and again and again.
Hopefully this forum may help the powers to be to at least understand the impact that symantec processes are having on legitimate email processes.
But since I see no response to the original poist - I am probably just talking to a black hole .....
My ip address is: 172.242.6.185
10 minutes or so ago I checked my ip reputation and it gave a "bad" reputation result - submitted a "investigation" and just now checked it again and got the good news ... IP 172.242.6.185 does not have any bad reputation ...
Of course I know this won't last for long .... really really getting tired of this process ....
Can someone from symantec/broadcom provide any help ?

another time again
The IP Address 51.38.53.28 was found to have a negative reputation. Reasons for this assessment include:
- The host has been observed sending spam in a format that is similar to snow shoe spamming techniques.
- The host is unauthorized to send email directly to email servers.
