If web filter license expired whether unified agent block all the traffic or Url's.

Hello TRG, 

What happens is up to your preference since you have the power to chose if you want to have UA to block all traffic or fail open (allow all traffic). 
The setting is available on the Client Manager (The proxy) under the Unified Agent Settings.
The UA admin Guide covers this topic.
