    Is there a free viewer someone can download to use to open/receive encrypted emails from a Symantec Desktop Email user? Or do both parties have to have the Symantec Desktop email program installed?

    PGP Viewer is not licensed separately but was never free:
    Some Encryption Desktop components work without a license key

    If you do a Google search for PGP windows you will find there are third party applications that support PGP encryption / decryption which are free.
